Microsoft supports Asia's overseas workers, their families and communities with technology-based programs implemented in collaboration with NGOs and government agencies:

In 2004, Microsoft launched the "Tulay" ("bridge" in Filipino) program by opening community technology learning centers (CTLCs) for overseas workers and dependents. Part of Microsoft's Unlimited Potential initiative, "Tulay" bridges the digital divide as well as the physical divide between migrant workers and their families. This program also stimulates economic development back home as their new skills enable Tulay graduates to find better livelihood. Tulay is now in17 locations in the Philippines and 8 locations in Asia, Europe and the Middle East.

In China, where internal labor migration brings millions from the rural areas to the major cities annually, workers with no previous IT know-how undergo IT skills training through 24 CTLCs operating in key counties.

In 2007, Sri Lankan NGOs with the Foreign Employment Bureau established CTLCs for overseas workers and their families. India and Indonesia launched pilot programs in 2008.

In 2006-7, seven countries added a special set of CTLCs focused on those vulnerable to or victims of human trafficking. In total, Microsoft Community Affairs has provided more than USD 8 million of support to IT skills training programs focused on migrating labor.
